In June 2024, the Table agroalimentaire de l'Outaouais (TAO) launched the process of drawing up the Plan de développement bioalimentaire de l'Outaouais (PDBO) 2025-2030. This plan aims to take stock of progress made and chart a course for the region's biofood sector, in line with the aspirations of entrepreneurs and development organizations. It follows on from the previous plan.

The stages leading up to adoption of the BOPP

June 2024: Launch of the approach
The process is launched with the formation of a steering committee. This committee is responsible for monitoring and overseeing the PDBO development process.

Summer 2024: First draft of the diagnostic portrait
Based on an analysis of local and regional documentation and specialized sources, a draft portrait and diagnosis is produced. This draft identifies the bio-food sector's strengths, weaknesses, opportunities and challenges, serving as the basis for the next steps in the process.

Autumn 2024: Consultation with the biofood yards
The "chantiers bioalimentaires" (bio-food workshops), which bring together professionals from development organizations, are consulted to review the portrait and diagnosis, and to guide the PDBO development process.

October-November 2024: Consultation activities
Organization of consultation activities in the MRCs of La Vallée-de-la-Gatineau, Collines-de-l'Outaouais, Papineau and Pontiac, and in Gatineau to gather the needs and aspirations of local players and businesses, and to determine strategic orientations and priorities. Dates and format to be determined.

Winter 2025: Outaouais Biofood Forum
A forum to mobilize the community and finalize the Plan de développement bioalimentaire de l'Outaouais 2025-2030 by working together to refine the vision, objectives and actions to be undertaken.

Spring 2025: Launch of the Outaouais Biofood Development Plan 2025-2030
This event will mark the start of implementation of the plan to achieve sustainable, harmonious growth in the Outaouais biofood sector.
BOPP, what does it eat in winter?

A regional vision rooted in the territories: The BODP is a bit like an agricultural zone development plan (PDZA), but on a regional scale. It is rooted in the PDZAs, which reflect the needs and particularities of each territory. It brings together their issues and realities to create a coherent development vision.

Synergy and coherence of actions: By integrating the AZDPs, we promote greater cooperation between the various players and sectors. This actively contributes to the regional cohesion of initiatives and enhances their impact in the region.

A frame of reference for joint action: The BOPD is our common compass. It sheds light on the challenges and priorities of the biofood sector, and guides the actions of the Table agroalimentaire de l'Outaouais and its partners, for coherent, high-impact development of the sector.

Optimal allocation of resources: The BDP enables us to allocate financial, human and material resources where they are most needed. We put the means where it really counts! For example, the Entente sectorielle de développement du secteur bioalimentaire de l'Outaouais (ESBO) relies on BODP priorities to direct funding, ensuring that relevant projects receive adequate support.

Access to resources and financing: The PDBO facilitates access to government funding by highlighting the region's specific needs. It enables programs to be adapted to regional realities and serves to justify funding requests.

Critical mass: The regional scale makes it possible to bring together a greater number of companies and resources to carry out joint projects. This concentration strengthens initiatives and gives them greater scope.

Strengthening regional identity: The regional scale has a greater impact in enhancing local products and promoting sustainable practices. By uniting the strengths of the entire territory, it helps shape a coherent, strong identity for the Outaouais, creating shared pride and recognition beyond the region.
The steering committee
The steering committee plays a crucial role in monitoring the progress of the various activities and tasks associated with the BODP, while enriching the process by sharing knowledge and expertise.
